In Odesa, a new legislative proposal is being prepared to address the issue of walking large dogs without muzzles and leashes. This proposal is expected to be presented to the city council in 2025.

Background of the Issue

The problem of owners walking large dogs without muzzles has been ongoing since 2020. However, no effective measures have been implemented so far. Council members are suggesting to formalize new dog walking regulations while the document is still under development.

"Unfortunately, owners of large breeds continue to walk their pets without muzzles and leashes. There have been incidents where large dogs have attacked people, causing injuries. We want to ensure that our services can impose fines and monitor dog owners," stated an Odesa city council member.

The environmental department noted that they currently cannot approve rules that would allow fines for walking large dogs without muzzles, as the existing legislation does not permit this.
