In 2025, the majority of funds (≈80% of the budget) will be directed towards healthcare, education, and other social sectors.

The second priority will be the support of defense forces and the restoration of infrastructure damaged by the aggression of the Russian Federation (over half a billion hryvnias).

Key areas will also include support for veterans and internally displaced persons, economic development, job creation, attracting investments, constructing shelters, enhancing social services, assisting businesses, and modernizing public utilities.

In 2025, the priority remains the implementation of the state programs “eOselya” and “Affordable Loans 5-7-9” to ensure housing for our citizens. Additionally, the Odessa Regional State Administration will continue the program to compensate 3% annual interest on mortgage loans for defense personnel.

For the implementation of regional programs, the draft regional budget for 2025 allocates over 630 million UAH, including 313.4 million UAH for the “Health of Odesa” program, 20 million UAH for the support of defenders of Ukraine, and more than 41 million UAH for the “Social Protection of the Population in Odesa Region” program.
