As of April 1, a new law has come into effect in Ukraine that restricts the advertisement and sponsorship of gambling activities. However, only certain provisions of this law are currently being implemented.

According to the document, a new regulatory body for the gambling industry, named "PlayControl", is being established today to replace the previous authority, KRAIL, which will be dissolved. New methods of game control are introduced, along with restrictions on access to illegal gambling websites and mobile applications.

Gambling advertisements are strictly prohibited, with a few exceptions:

  • on television and radio during night hours (from 11 PM to 6 AM);
  • in media targeted at individuals over 21 years old;
  • on platforms and search engines with audiences over 21 years old.

Sponsorship is also banned, except for sponsorship in sports.

The law prohibits offering free bonuses, involving military personnel, volunteers, and celebrities in advertisements, as well as using military themes.

The law provides for the blocking of illegal websites, tightening requirements for game organizers, and banning licenses for individuals with tax debts. All gambling transactions must be conducted in cash via bank accounts.

Lotteries are also subject to most of the same restrictions as the gambling business. The law sets high standards for the reputations of officials, checks for tax debts, and restricts ties with aggressor states.

Limits on spending and gaming time, mandatory breaks, and control checks with video recording during inspections are also established. Accepting bets on credit is prohibited.

Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with decisions made by the National Security and Defense Council taking effect on April 20, 2024.

The process of dissolving the Gambling and Lottery Regulation Commission will begin on April 1.
