The European Commission has announced that from January 1, 2026, Ukraine may join the 'Roam like at Home' mobile space. This will enable Ukrainians to use mobile services in EU countries under conditions similar to those enjoyed by EU citizens in Ukraine.
The agreement covers calls, SMS, and mobile data at domestic rates, ensuring access to emergency services and uniform call quality. The current voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
This decision still needs to be approved by the EU Council. The Commission emphasized that Ukraine has fully adapted its legislation to EU roaming regulations, which is a necessary condition for integration.
This is the first area where Ukraine will gain the status of an internal EU market according to the Association Agreement.
