Since the onset of the full-scale invasion, Odesa has been a steadfast supporter of the Armed Forces of Ukraine. From February 24, 2022, to July 1, 2025, the city has allocated 5.5 billion UAH from its budget to counter Russian aggression. 

The majority of these funds are directed towards supporting the Armed Forces of Ukraine, defense forces, and security measures. 
As of October 2023, due to legislative changes, city budgets no longer receive personal income tax from military and law enforcement agencies.

This amounts to over 1 billion UAH per year, which is transferred to the state for centralized procurement of drones and electronic warfare systems. 

Despite resource constraints, Odesa's city council unanimously continues to approve funding for the army, prioritizing units operating on the front lines. 

The highest funding for countering Russian aggression was recorded in 2024, totaling 2.16 billion UAH. In the first half of 2025, 632.9 million UAH has already been allocated, with an additional 732.7 million UAH planned for the year-end, particularly for military units' requests.

Odesa has repeatedly received gratitude from military forces, including Territorial Defense brigades, for its consistent support. 

Under the Law of Ukraine on the Foundations of National Resistance and the City Program for Support to Territorial Defense, material and technical support has been provided to Odesa's brigades amounting to over 379 million UAH: vehicles, drones, EW systems, boats, and more. 

In 2025, 91.4 million UAH is allocated for fulfilling requests from any Territorial Defense units. In 2024, nearly 11.4 million UAH was dedicated to support NGOs that fulfilled Territorial Defense requests for EW systems and drones. An additional 50 million UAH is planned for 2025. 
The city is also enhancing its veteran policies by offering rehabilitation services, creating accessible environments, supporting families of fallen soldiers and persons with disabilities, and organizing hero burials.

Moreover, one-time assistance is provided to mobilized contractors. Considering the frequent enemy shelling, Odesa also offers material aid to residents for repairing broken windows and doors; it restores damaged residential buildings, schools, kindergartens, critical infrastructure, maintains shelters, and supports internally displaced persons.
