The Verkhovna Rada has approved, in its first reading, the initiative to establish Cyber Forces for the Armed Forces of Ukraine. The bill received support from 255 deputies.
This draft law №12349 envisions the formation of Cyber Forces as a military command entity that can engage civilian specialists (cyber reservists) for cyber deterrence operations.
The purpose of the draft law is to define the legal status and operational principles of the Cyber Forces, responsible for Ukraine's cyber defense, safeguarding its sovereignty and territorial integrity in cyberspace.
The Cyber Forces of the Armed Forces will organize regular training and coordination of cyber reservists to build a sustainable intellectual potential of motivated citizens of Ukraine.
The status of a cyber reservist does not require mandatory military personnel status for inclusion in the Cyber Forces; it can be periodic and temporary, based on certain personal skills and motivation.
The primary tasks of the Cyber Forces of the Armed Forces will be to enhance and effectively utilize deterrence capabilities, achieve military superiority for the Armed Forces of Ukraine, and weaken the opponent through operations in the electromagnetic spectrum and cyberspace.
