New regulations have been established in Ukraine concerning air quality monitoring. This document outlines a list of harmful substances and their permissible levels for assessing air quality.

The order (No. 590 dated March 24, 2025) has been registered with the Ministry of Justice of Ukraine, as reported by the Ministry of Environmental Protection and Natural Resources.

"This is a significant step toward ensuring public access to information about air quality in Ukraine in a user-friendly format", – stated the agency.

The document establishes:

  • a list of harmful substances that are monitored;
  • acceptable levels of these substances for quality assessment;
  • color and textual indicators of quality;
  • recommendations for the public.

Air quality for any harmful substance can be classified as:

  • "Very Poor";
  • "Poor";
  • "Unsatisfactory";
  • "Satisfactory";
  • "Acceptable";
  • "Good".

"The acceptable levels for quality assessment have been developed based on standard values for each harmful substance, taking into account WHO recommendations for air quality and the European air quality index.

The procedure was developed in accordance with the European air quality index published on the official website of the European Environment Agency", – the Ministry of Environmental Protection reported.

It should be noted that in February, significant air quality deterioration was recorded in Kyiv. Residents were advised to stay indoors and keep windows closed in their homes.

Later, it became clear that weather conditions, including a lack of precipitation and low wind speed, contributed to the accumulation of pollutants in the air.
