The revised Statute of the Odesa Territorial Community serves as an essential document that outlines the rules of local governance, possessing the highest legal authority among local regulatory acts.
This document takes into account cultural, socio-economic, and other aspects relevant to local governance and addresses issues not covered by other legislative acts.
Recent changes in Odesa's social, political, and international landscape necessitated an update to the Statute.
At the initiative of the Mayor, Hennadiy Trukhanov, the new version of the Statute was prepared over three years.
The development of this document occurred in several stages:
Preparation Stage
Assessment of the existing Statute, identification of gaps that do not meet current legal requirements, and drafting a new version of the Statute project.
Publication of the new draft Statute, collection of feedback and comments, and preparation of a revised version of the document.
Public Discussion
Conducting open consultations in an online format and gathering community input.
Further analysis of the received comments and their processing by a working group.
Finalization of the text – preparation of the revised version of the Statute project.
Main Objectives of the New Statute:
- Ensuring local self-government aligns with the Constitution and laws of Ukraine;
- Regulating citizens' participation in decision-making processes at the local level;
- Creating accountability mechanisms for officials and deputies;
- Enhancing transparency and accountability of executive bodies;
- Considering the cultural and socio-economic characteristics of Odesa.
The adoption of the updated Statute aims to create a clear and accessible legal document that will serve as a foundation for the development of local self-government in Odesa.
The next step is to submit the prepared document for consideration by the Odesa City Council.
