Dear residents of Odesa!

Here is the latest information as of October 3, 2025, at 12:00 PM.

According to official reports, the recent storm has resulted in 9 fatalities in Odesa, including one child. Three individuals have sustained injuries.

I have signed an order to provide financial support to the families of the deceased, amounting to 100,000 hryvnias each. Regarding the two additional individuals whose bodies were found, investigations are underway to determine the cause of death, which preliminary reports suggest was due to unrelated circumstances.

In total, 868 buildings have sustained damage, including:

  • 286 — private houses,
  • 582 — multi-apartment buildings, affecting 723 apartments.

Currently, 701 buildings have been inspected, representing 75% of the total. Water removal is still needed for 30 structures, 14 of which are private homes. There is a need to replace 70 gas boilers of various models. Preliminary estimates suggest that the total cost of necessary repairs exceeds 130 million hryvnias. Our staff are actively working on the ground.

Residents can also contact their local administrations directly for assistance in completing the documents required for financial aid from the city budget:

  • for apartments — up to 87,500 hryvnias,
  • for private homes — up to 190,000 hryvnias.

We are reaching out to central government authorities to request an increase in the aid amount.

220 households remain without electricity, including 203 apartments. The transportation infrastructure is mainly operating normally. Tram No. 20 is not in service due to track damage, while trams No. 1 and No. 7 are running on altered routes.

Educational institutions are operating in person, except for 8 schools that have transitioned to online learning and two kindergartens.

Medical facilities are functioning as usual.

160 resilience centers have been opened, with a total of 270 visits since their establishment.

Utility services continue to work on clearing the aftermath of the storm: removing branches and trees, repairing roads, and drying basements. In the morning, 78 units of equipment and over 800 personnel are active. In the Kyiv district, more than 230 cubic meters of household and construction waste have been removed.

Work will continue without interruption. Preliminary estimates indicate that two more weeks will be necessary for recovery efforts in the private sector.

A special thanks to the Emergency Service units who are working alongside our services to address the consequences of this regional disaster.

Dear Odesans! Many questions arise in society: why did this happen? Why were there so many casualties? It is important for me to address all your concerns. I will analyze our work since 2014 and prepare comprehensive information supported by documentation: what has been done, what issues exist, and the overall state of the drainage and sewage systems.
