Under the instruction of the Deputy Attorney General, a suspicion has been reported against the head of the municipal enterprise «Odesa International Airport» for abusing their official position, causing serious consequences for public interests.
The investigation found that until the end of 2020, the enterprise, acting as the operator of the «Odesa» airfield, was receiving payments for services that were directly related to its activities: aircraft takeoff and landing services, ensuring their parking, etc.
The provision of these services and receipt of payment aimed to fulfill the purpose defined in its charter – to generate profit for the interests of the Odesa community.
However, prosecutors from the SAP and detectives from NABU collected enough evidence indicating that in 2020 the acting general director intentionally failed to take necessary measures to ensure the municipal enterprise's operation as the Odesa airfield operator, while instead facilitating the acquisition of this status by another private company.
This led to the loss of opportunities for the municipal enterprise to provide relevant services and, consequently, generate profits for the community. Since late 2020, those profits have been received by another private entity.
Through her actions and inaction, the suspect caused material damage amounting to 15.6 million UAH – the revenue that the municipal enterprise, owned by the Odesa community, failed to receive.
The pre-trial investigation under part 2 of Article 364 of the Criminal Code of Ukraine is ongoing.
Decisions are being made regarding preventive measures for the suspect.
According to part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in a lawful manner and established by a court verdict.
