The first meeting of the National Council for Accessibility took place in Ukraine, attended by First Lady Olena Zelenska, government officials, ambassadors, and business representatives, where major projects for enhancing accessibility were presented.
From 2023, all government websites and mobile applications must comply with modern accessibility standards. This means that people with disabilities can comfortably use digital services. To support public authorities in implementing these standards, a Center for Digital Accessibility Competence will be established in August 2024 based on the Diia platform with the help of UNDP. This center will provide training, consulting, and audits of government websites and services.
Access to digital education is another priority. The Diia.Education platform now offers over 200 educational series with subtitles in Ukrainian and English. Special attention has been given to courses on digital accessibility: "Web Accessibility," "Barrier-Free Literacy," "A State Without Barriers." Additionally, 20 courses are available in sign language, and all images on the platform include alternative descriptions for visually impaired individuals.
To ensure that digital accessibility is enshrined in law, the Ministry of Digital Transformation is preparing a draft law "On Digital Accessibility." This will establish clear rules and responsible parties to ensure accessibility across all sectors. The document is expected to be submitted to the Verkhovna Rada by the end of 2025.
Accessibility is also important in administrative service centers (ASCs). In the last two years, the level of their adaptation for people with disabilities has increased by 16%. Today, ASCs already have technologies for serving visitors with visual and hearing impairments, comfortable spaces for the elderly and families with children, electronic queues, and consultations for online services. In 2025–2026, the Ministry of Digital Transformation plans to launch a flagship project "Barrier-Free ASC," which will make administrative services even more accessible.
Digital accessibility is not just about technology; it is about respect, comfort, and equal opportunities for everyone. The Ministry of Digital Transformation, together with partners, continues to work towards making digital services convenient and inclusive.
Initiated by the First Lady of Ukraine, Olena Zelenska, the National Strategy for Creating a Barrier-Free Space in Ukraine by 2030 has been approved.
