Recognizing the critical importance of accurate credit rating assessments for Odessa, the Finance Department of the Odessa City Council has been actively collaborating with various rating agencies for over a decade.

On December 5, 2024, the independent rating agency "Credit-Rating" confirmed the long-term credit rating of Odessa at uaAA-, with a stable outlook.

This rating is based on an analysis of financial and economic indicators for the first half of 2024, along with forecasts regarding economic development, demographics, labor market conditions, debt obligations, and future plans for the city.

Factors supporting the high credit rating:
• stable budget financing: the ratio of budget revenues per capita to the national average stands at 104.3%;
• growth in budget revenues excluding transfers from 2014 to 2024, along with high liquidity;
• diversification of economic activities and a low concentration of revenues from major taxpayers;
• effective local debt management policies and low debt burden levels.
Limitations on the credit rating:
• negative impacts of the war on the financial market and socio-economic development;
• high need for additional funding to restore infrastructure.

Given the importance of maintaining the credit rating, the Finance Department will continue its collaboration with the agency in 2025 to update Odessa's credit rating.

On February 28, 2022, "Credit-Rating" announced changes due to war-related risks. On March 31, 2023, the agency updated Odessa's rating to uaAA- with a stable outlook.
