Members of the Odessa City Council have appealed to the Verkhovna Rada and the Cabinet of Ministers of Ukraine for urgent legislative action to address compensation for damaged property for residents of residential buildings designated as cultural heritage sites.
Apartment owners in the affected heritage buildings are entitled to compensation according to Ukrainian law, yet current regulations hinder the realization of this right due to legal constraints.
Firstly, the Cabinet's resolution states that compensation does not extend to cultural heritage sites, complicating the documentation of damage and the receipt of compensation.
Secondly, another resolution regarding work on cultural heritage sites lacks a procedure for compensation claims, focusing solely on simplifying the permitting process for work during wartime.
Throughout 2024, the Odessa City Executive Committee has contacted the relevant ministries twice to seek amendments to these resolutions, but the issue remains unresolved.
Council members reiterated their call for central authorities to swiftly resolve the compensation issues for residents of heritage buildings.
