International partnerships have emerged as a vital aspect of development for Ukrainian cities. Odessa continues to lead in this area. 

As of August 11, 2025, Odessa ranks second in Ukraine for the number of international agreements signed. 

These agreements go beyond mere memorandums; they include equipment provision, municipal vehicle upgrades, hospital constructions, pump installations, generators, boiler houses, and innovative solutions that are either operational or in the implementation phase. 

“This is a systematic effort during very challenging times. We are fully aware of the purpose behind our actions,” emphasized Anna Pozdnyakova, the Deputy Mayor of Odessa.
